Yorkshire devolution deal: Paul Joyce, Managing Partner at Ramsdens Solicitors

As devolution has once again become the current hot topic in Yorkshire, Bdaily is now going to put a spotlight on the progress of the proposed ‘One Yorkshire’ devolution deal.

Ever since the agreed £900m devolution deal for the Sheffield City Region (SCR) was postponed, there has been a question mark as to when, or if ever, a deal will be struck to see our region’s local authorities gain powers devolved from the government.

Throughout Autumn, Bdaily is setting out to give the business people of Yorkshire the opportunity to voice their opinions on the prospect of a ‘One Yorkshire’ devolution deal.

This week I spoke with Paul Joyce, Managing Partner at Ramsdens Solicitors.

Hi Paul, so do you believe that devolving powers from the Government to regions across the UK is a good idea?

Yes in theory but the devil will be in the detail and more importantly in the make- up of the body to whom the powers are devolved and its ability to act in the best interests of the whole of the region and not be distracted by political infighting.

Could you give a brief explanation as to why you support or don’t support a Yorkshire-wide devolution deal?

Support as there needs to be joined up thinking across the region particularly in areas like transport and infrastructure.

Sheffield City Region previously agreed to a £900m devolution deal before it wa postponed. Do you think having devolution deals for different parts of the region is beneficial or detrimental towards Yorkshire’s economy?

Detrimental to the economy of Yorkshire as a whole as there would inevitably be areas with no devolved powers and in my view only the Leeds city region is big enough on its own to truly benefit from this.

What issues do you think will greatly benefit from a devolution deal? I.e. Transport, infrastructure, funding

All of the above but transport and infrastructure are the two where most progress could be made quickly.

Do you see the devolving of powers help you/your business? If so, how?

Not directly, but if there is a boost to the local economy that will have an indirect benefit.

Many believe that a Yorkshire devolution deal would be a major step towards realising a Northern Powerhouse. Do you agree?

Only if there is cooperation between the Northern regions for the good of the North without party political agendas which I fear may be beyond our politicians who I suspect will only be interested in their own regions and their own political agenda.

What would mark a successful devolution deal for you?

An effective, non- party political body using the devolved powers wisely for the benefit of the whole of the region, not just another quango full of ego driven politicians.
