The £80m scheme will bring a commercial, cultural and residential mix to Leeds’ South Bank.

Carillion submit planning for £80m regeneration of Tower Works in Leeds’ South Bank

Carillion has now submitted its planning application for the £80m regeneration of Tower Works in Holbeck on Leeds’ South Bank.

The old industrial site is set to be transformed into a mix of homes, commercial office space, retail units and a cultural offer, which will convert the Grade II listed Engine House into a cinema and boutique brewery and face onto a new public square.

The site has been designed to provide ample public space, in order to play a key role in connecting the wider Holbeck to the canal, the new station entrance and Leeds City Centre.

Carillion will deliver 90,000 sq ft of commercial office space, 24,000sq ft of A1 and A3 retail restaurant and bar spaces alongside a mix of 1, 2 and 3 bed apartments and 4-bed town houses, transforming the site into a mixed-use, sustainable community with a distinctive sense of place.

Gareth Jackson, development director for Carillion said: “This planning application is the culmination of our work with the HCA, Leeds City Council and local stakeholders to ensure that Tower Works is a fitting and successful addition to the Leeds South Bank regeneration area. Carillion’s commitment to Tower Works underlines our belief in the future of Holbeck. With iconic buildings, canalside living, great transport links and proximity to the City’s prime civic locations, it’s emerging as Leeds’ most exciting place to live and work.”

Tower Works is being designed by architects Jestico + Whiles and landscape architects Oobe and engineers WSP.

Ben Marston, director at Jestico + Whiles, added: “We are thrilled to be working with Carillion on Tower Works. Holbeck is one of the most exciting regeneration projects currently under way in the UK. The team has worked hard to respond to Holbeck’s special character while making the site a permeable place people will want to live and work in, as well as visit.”

Commercial agents Knight Frank and Sanderson Wetherall have been appointed alongside residential agents CRBE and Morgans, and retail and leisure agents Pudney Shuttleworth. England & Lyle are providing planning consultancy to the developer.

The planning submission for Tower Works follows on from an announcement in October that Carillion has signed a contract with the Homes and Communities Agency to deliver the regeneration of Tower Works.

Construction works are expected to begin in Spring 2016.
